About the Company
European by design. Headquartered in Amsterdam. Qivalis is building a regulated, euro-denominated stablecoin backed by a consortium of leading European banks. Operating across Europe, Qivalis is creating trusted on-chain payment infrastructure for Europe’s digital economy.
Qivalis’ mission is to provide a secure, transparent, and institutionally trusted on-chain euro that serves as a foundational settlement asset for Europe’s digital economy. By bridging traditional financial infrastructure and blockchain technology, Qivalis enables regulated, scalable, and future-proof payment and settlement use cases for banks, financial institutions, and capital markets.
About the Role
As Head of Public Policy (m/f/d) at Qivalis, this role leads all regulatory advocacy and policy engagement activities during a critical regulatory and scaling phase. As Qivalis advances toward launch and broader European positioning, the focus is on ensuring that regulatory interactions are structured, aligned, and strategically positioned across consortium banks and internal stakeholders.
This person acts as the central interface between Qivalis and EU as well as Member State policymakers and supervisory authorities, and as a senior public voice for the company, representing Qivalis eloquently on stage, in public forums, and at industry events. Working closely with the CEO, General Counsel, CR&CO, Head of Communications, and the shareholder banks, the role shapes coherent policy positions, aligns messaging, and ensures that Qivalis is represented as a credible, institutionally trusted issuer within the European regulatory landscape. This is a Head of role operating as an individual contributor.
Your Responsibilities
Develop a holistic strategic vision for an EU regulatory framework that enables European on-chain payment and settlement infrastructure, in alignment with the needs of Qivalis, its shareholder banks, and the wider blockchain ecosystem in Europe and beyond.
Lead regulatory engagement and advocacy efforts with EU institutions, national policymakers, regulators, and supervisory bodies on stablecoin and digital money regulation, including regular in-person engagement in Brussels.
Chair the working group of public policy representatives from Qivalis’ 37 shareholder banks, and coordinate harmonized regulatory messaging across consortium banks, institutional partners, industry associations, and internal stakeholders to ensure consistency and alignment.
Develop and maintain consolidated policy positions, consultation responses, and advocacy materials reflecting Qivalis’ strategic objectives and a broader vision for comprehensive digital asset regulation in Europe beyond MiCA.
Represent Qivalis on stage, at conferences, in industry associations, and in policy roundtables, ensuring professional and consistent external engagement at senior level.
Monitor and assess regulatory developments (e.g., MiCA, PSD3/PSR, AML frameworks) and prepare structured internal briefings in close collaboration with Legal, Compliance, and Communications.
Support executive leadership and supervisory board with policy briefs, talking points, and explanatory materials for regulatory and public engagements.
Maintain a structured regulatory calendar, tracking consultations, supervisory milestones, and industry developments across jurisdictions.
